You could use something like the Karlsruhe Schema* for Addressing, to  
associate the bus stop with the road, whereby you could use the  
associatedStreet relation.
The bus stops are part of the bus route relation too.

One thing that should be noted is that at the moment relations are  
unordered. From API 0.6 (after this weekend, when there will be some  
downtime) relations will become ordered though the editors

You could do the same as the cyclemap does for cycle routes and use  
the forward and back roles, based on the direction of the way.

NapTAN is a UK dataset of bus stops that is being imported.
