The reviewed tag is certainly unreliable. I think the only viable
option is to check whether Dave is still the last editor and therefore
the data has not been changed since the import. It might be good to
create a special user name for the next automatic import.
The safer option is to automatically update only areas (counties) that
have no manual edits.
