Yes, you can add a name that applies to the whole relation. I wouldn't just duplicate the same information in the ref, though. Also, consider including this tag: symbol=http://upload.wikimedia.org/wikipedia/commons/8/83/US_Bike_76.svg Hopefully in the near future this will mean that the correct symbol appears on the map.
