I think better would be leisure=outdoor_recreation (or something similar) because we can already do ownership=city operator="Boise Department of Parks and Recreation" I also think that shying away from US-centric classifications is a good idea. Canada, much of South and Central America, Australia and any other newish country have similar issues.
