The ESRI community basemaps are "more popular" among GIS professionals only 
because it's the only thing most of them know about, as insulated as they are 
inside their little shrink-wrapped cocoons :)   Seriously, seems like at least 
50% of the state and local government GIS people I interact with still are not 
really aware that anything besides ESRI and Google exist. It's pathetic...
