I would expect this. A nav system won't know if there are multiple people in the car so it can't tell the driver to get in the HOV lane although it could suggest it I guess. But if the driver chooses to enter it, the nav system should ideally detect this (GPS accuracy permitting) and instruct them when to exit it.
