The page states: "It is not clear whether this page matches exactly with the scripts that were run in 2007 and 2008, but those interested can view the Ruby scripts linked on the TIGER 2005 page, located here." Before I do all that, maybe there's someone here who can clarify? There's also https://wiki.openstreetmap.org/wiki/TIGER_2005 which links there (under 'See Also') describing this page as 'the attribute mapping that may have been used'.
