We certainly need to take our time before importing addresses. I considered the problem of manually collecting the city and concluded that it is not possible short of opening mailboxes and reading the address on any mail (highly illegal), or knocking on every door to confirm the mailing address. Much like boundaries, complete address information is possible only with an import.
