yes, i can do that. the current state border is USGS, which looks to be worse that TIGER (i make no
claims of perfection in TIGER, i'd get laughed off the list if i did that.)
I plan to import VT town boundaries from that file at some point, but
was not planning on touching any of the state boundaries (except to
connect town boundaries to them). I'd be interested to know how well
that data source matches others for the state boundary, too, though.

to the extent that these various data sources don't line up, we have a research problem, and i'm in no hurry to do an ill advised border import and create a need for a massive cleanup project.
