If the HFCS is known, add that in a separate tag. This can help provide context with mappers not necessarily intimately familiar with the area when trying to work out what to set an obviously wrong highway=* tag. HFCS (or it's equivalents or analogues) are not the sole deciding factor outside of the UK, where the highway=* tag is actually congruent by design. I usually go by capacity potential, network and historical significance.
