Gregory, Any import should start with a review of the Import Guidelines [1] and discussion with the local community, which you started with your email. When you create the import page on the wiki, please describe which attributes from the shapefile you plan to add to OSM and how they map to OSM tags. We'll want to know how you plan to conflat existing data with the new data. Ideally, any existing data will be merged with the new data. Lastly, how will the data be imported. Are you planning on using a Tasking Manager or a bulk upload (not recommended) to OSM?
If there are any mappers in the area, I would encourage you to contact them and invite them to participate. An import can be a great way to build a community.
