That's weird. I still see it both as an active working layer and as a choice in my Imagery Preferences but maybe that's because I've been using the same session of JOSM for a few days running. I see nothing having the name “USA/Mexico/Canada/Scandinavia Topo Maps”. I'm afraid to delete the USGS Topo entry and restart JOSM now because I'm in the middle of a big edit and don't want to lose it.
