I have had most success with osmand. Off-line maps can be easily created with a java program. Routing needs on-line access. You can also route via gpx download or saved track. It sometimes get's confused if you are not using the track from the beginning of the route or if you turn off network access during routing with an on-line route. I have not paid for the upgrade and so am using an old version. Updates no longer supported on market without paying although the updates are also available opensource.
I use gosmore for off-line routing. With my phone it seems the UI is not stable but perhaps it also needs an upgrade. I will also try to download maps again and see if I have more success this time. Using Samsung GT-5500 which is at the bottom of the Android specs I think. Android 2.1. I have also installed GPSopt which resets the GPS to be able to get a fix. It works for my phone.
