M roads are sometimes highways, but your proposal always has them as
highway=secondary?

Also your biggest change seems to be that when rendering highways, you
won't use a different colour for the highway=trunk sections of a
highway=motorway. But couldn't a renderer do this (by tracking ref
values independently of highway type) without changes to the map?
