Parted has 'resizepart' which resizes a partition (at least the end
point).  That's just for the partition, not for the filesystem inside.

OK, just discovered 'fatresize' on Clonezilla, and probably available on
other distros too.  Also, discovered GParted Live iso, which makes my
original question moot.
