I usually use gparted: GUIs are sometimes easier for one-off tasks. Warning/superstition: resizing the main Windows partition and filesystem with gparted can leave it in an inconsistent state. After resizing but before doing anything else, boot into Windows and let it repair the partition. Windows itself is willing to resize its partition but won't move any unmoveable files. Some of those seem to be at the halfway point or further into the filesystem so shrinking by more than 50% isn't possible. Theory/superstition: gparted is willing to move the unmoveable files.
