Hmmm, a nice and easy to use PHP based GIS client would be nice. Should pull from public map sources and allow for layers to be drawn in a simple editor. Or a workflow management app for documentation teams. That is not the same as a CMS, but surely borrows ideas from it. It is more a mix between bug tracker and CMS without focus on publishing anything through that system.
