Just to weigh on this issue, I am using Outlook 2013 and execute the
control-insert-s hotkey frequently with no errors or delays in response.
When I execute the command I hear what number message is in focus and how
many messages are in the current folder.  HTH

Well, that sure is one command I've never seen!  But I did just as you said
below.  Very sadly, no change.  Even with outlook up and running under this
command, the message after executing Ctrl-Insert-s still contains nothing
about the number of messages in the inbox folder--or any other folder in
Outlook that I've
tried.  It still just displays that garbage about "Filter filter applied
connectivity to your server . . ."  But I'm going to try rebooting now, and
see if that would make a difference.

Hi Louis,

If you Hold down the left Windows key, and press R, you will call up the Run
dialog box.
If you were to then type the following command:

Outlook.exe /cleanviews

Making sure to type the punctuation just as I wrote it, this will restore
Outlook, thereby eliminating any customized views you may have done
intentionally or by mistake.
Perhaps this will solve the problem.

I do hope someone can help me with this problem, as  it is still going on
again today, without a break. I sent out the message below about this
yesterday, but nobody responded.

Running Win-Eyes 8.4 on a Windows7 Desktop.  Throughout all of this morning
now, whenever I attempt to learn how many messages are present in my in-box,
by pressing Ctrl-Insert-s, I'm hearing "Filter Filter Applied connectivity
to your server" and then something about synchronizing files.  How long is
that process supposed to go on?
Can I do something to force the process to complete or stop or something, so
I can find out how many messages I have in my in-box currently? It's quite
commonplace to see this message, but usually it goes away after I've read
and deleted a number of messages.  Not so today.
