Just to weigh on this issue, I am using Outlook 2013 and execute the control-insert-s hotkey frequently with no errors or delays in response. When I execute the command I hear what number message is in focus and how many messages are in the current folder. HTH

If you were to then type the following command: Outlook.exe /cleanviews Making sure to type the punctuation just as I wrote it, this will restore Outlook, thereby eliminating any customized views you may have done intentionally or by mistake.
