Hi Pam: No, the Control-Tab is a Windows control to tab through a list of
Tab Labels for a Tabbed Document.
At least that is what I saw reading an article on Windows Hot Keys in one
article, think it was a Microsoft article but forget off hand.
The Alt-Tab key does cycle through open pages or documents as it were and
works fine on my Windows 8.1 machine as you noted.

Hi. Ctrl-tab is a standard Windows hotkey. With a Web browser, it jumps
from one tab to another, assuming that there are multiple tabs which are
opened. In a multi-page dialog, such as the Internet Explorer options
dialog, ctrl-tab moves from one page of options to another page of
options, such as moving from the general tab or page to the privacy tab.
I'm not certain why this wouldn't work in Window-Eyes unless it's been
assigned to do something different in the Window-Eyes hotkeys list??
