Hi,

I've been struggling to find the easiest telephone solution for a PC for
years, and, except for Emergency 911, service, the best solution (because it
is the cheapest and pretty accessible), is Skype.
With Skype, you can buy a local phone number on which people can call you
locally for free in many countries, and for calling land and cell phones,
you can buy a pretty cheap calling package.

In Canada and the U.S., it's three dollars a month for unlimited calling,
and, if you bought such a package, you can buy a phone number for 35
annually.
I say Skype is the best solution since it is owned by Microsoft, and so they
at least have some commitment to accessibility, and the screen reader
companies are bound to be able to influence them to continue to make it
accessible.
Feel free to contact me directly for more help.

Good luck,

Rod

Please may I ask if this soft-phone you are using can support and handle a
compatible voice/data modem that works with windows 8.1? I am asking
because I have a friend of mine that using the pc by means of a mouth piece
and she needs a software that can handle voice/data modem to answer standard
telephone calls through her pc. Her existing system supports only windows xp
and I did not manage to find something suitable for her that supports
windows 8.1.

Any help is appreciated.

Your life is like a penny. You're going to lose it. The question is:
How do
you spend it?
