Hi Steve,

I'm running Windows 7 64-bit and I don't find any sluggishness of any kind
either within Kurzweil or Window-Eyes with the Neospeech voices regardless
of speech rate settings.

I have also tried those voices with Window-Eyes as I have them as part of
Kurzweil 1000.  The sound is very nice 
but they remain slow responding as one might expect with synthesizers that
sound as natural as they do.  I also 
think that James sounds better when he speaks a phrase or two than he does
when reading a lot of text.  That 
disappointed me some.
