My right arrow cursoring key is set to character after and it works as I
would expect. My understanding is that if I set the WE right arrow key to
read prior character after instead of character after, Window-Eyes is going
to read the character to the left of the character beside the cursor. So if
I were going to read the word car letter by letter, WE would say space when
the cursor passed the letter C, the letter c when the cursor passed the
letter a, and the letter r when the cursor passed the space after the letter
r.

My right arrow is set to read prior character after.  When I move to 
the beginning of a line and press right arrow, I get a beep.  It 
takes a second press to actually move and read the first character on 
the line.  This did not happen in WE 9.0 or any earlier version.
