Hi,
Make sure you go to  cursor keys/keys and set the first action for right arrow 
to character after.  Make sure second action is set to none.

When I go to notepad and type
This is a test
I press home and I hear T.
I press the right arrow and  hear the letter H, again I hear I etc.  I would 
not expect to hear the letter T when hitting right arrow as I am on the letter 
T and just moved away from it.
If I press control-numpad 4 to  read the current character after pressing the 
right arrow I would expect to hear the character again that was announced.


Try turning off apps to see if the issue may be caused by an installed app.
Apps/app management/app status/off.

If I press the home key to move to the beginning of the line where 
the word "tes" is located, the cursor will be on the first "t" in 
tes.  If I then press right arrow, the cursor moves to the "e" and 
reads "t", which is the prior key after the cursor has moved.  At 
least that is how it has always been.  In WE 9.1 the computer beeps 
on the first press of right arrow and reads the "t" on the second 
press of right arrow.  At that point the cursor is on the "e" in test 
as it should be.  In other words, the first press of right arrow does nothing.
