I'm not following how you believe this problem is related to a memory leak. My guess is you have some app which is temporarily turning off the keyboard voice for whatever reason and isn't always restoring it in all cases.
If you can duplicate this somewhat on demand I suggest running with all apps off for a bit and see if the problem goes away.
