Richard,

This has nothing to do with Window-Eyes. While in IE Alt-T Tools, O Internet Options, and go to the Content tab and tab down to Auto-complete settings. You can turn it off there. Then you'll probably want IE Enhanced enabled because it notifies us when downloads are complete and of the buttons that appear, e.g. Alt-R Run, Alt-P Open folder, etc.
