Brice,
The Tiles are on the Start screen not the Desktop. If you have not changed your 
Taskbar and Notification Properties, you should be able to navigate to the 
Start screen by pressing the Windows key. If you configured the Windows key to 
open the All Apps screen, after pressing Windows key, press Control-Tab to get 
to the Start screen. Once on the Start screen, you should be able to use the 
referenced keyboard command to navigate through the Tiles.

Windows 8.1 question. I am trying to follow a G W Webinar training on Windows 
Eight. When at the desktop, when I hit insert down arrow to navigate the tiles, 
I hear not in detail view. What is preventing me from using insert arrow keys 
to navigate the tiles on the desktop?
