Rick,
1.  arrow to the file name you want to read.
2.  Press f2 to rename.
3. use your left and right arrow keys to read the file character by character.
4.  Press escape to cancel the rename.

Or you can download and install a replacement file manager such as Xplorer 2.  
IMHO it has more features then Windows Explorer.

I bring up a list of files and some of the names are not understandable as a
