Hey, Bob. The show advanced options item is in the Window-Eyes help menu. With the WE control panel open, press Alt-H, V and that will check the menu item.
As for your second question. In the Window-Eyes settings tree view in the keyboard> voice node, tab twice and that will put you on the voice combo box. Admittedly, I haven't played with these settings much, but I don't think there's a way to make WE speak only when a punctuation mark is typed.
