I too have one of these for my laptop; I have never seen one have any use
with a desktop, but I am always open to learning.

I believe they were first added to laptops to help make up for the lack of
keys on their trimmed-back keyboards.  I think the best way to find out what
they do is to google on your model of laptop along with the word "fn"; you
should be able to turn up some table which lists all the combinations which
do something on your laptop.

One popular, almost standard, combination is the fn key with the upor down
arrow keys.  This usually brightens or dims the screen; when on battery
power, it's a neat trick for a blind user to dim the screen as much as
possible, as you can get a little more battery life by doing that.  You may
have to remember to brighten it back up for any sighted users.  It's not a
permanent change, once you plug the laptop back in, or reboot it, you'll
have to dim it again.

understand there is not a setting in the WE control panel to make this talk.
Is there an app or other work around to help know what settings are
occurring when using the FN key?
