Could you describe when you are trying these keys?  It is important to know 
when you are in browse mode and when 
you are not, and I realize some of the responses, including my earlier one, 
might be confusing.  The keys you 
mention will not work in Browse Mode.  If CONTROL-SHIFT-A turns browse mode off 
and then on, that is an indicator 
that you have to use the F8 method.  Browse Mode comes into play when you are 
reading messages in Windows Live Mail 
and in several other email programs as well when browsing the internet.  Browse 
Mode is not in effect when you are 
writing something such as when you are composing email.  When browse mode is 
not in effect, then the SHIFT ARROW 
keys should work.  People need to be aware, though, that F8 also starts a 
selection mode in Microsoft Word which is 
different than the Window-Eyes F8 selection mode in Browse Mode.  

Perhaps if you can be very specific when you are trying the keys you mention, 
we can be clearer in our responses.  
I frankly think this situation is somewhat confusing, but I also think you may 
be trying the wrong keys and that it 
probably is not a problem with your system.
