Thanks Jim for reporting this.

Well, I had a look at the article, and the developers who have tried running 
their phone apps on Windows did have to modify their code in order to get it to 
run successfully, and the article only said the needed APIs would be available 
to the developers.  It did not say anything like an entire copy of the phone 
operating system would be available, so I am doubting that the IOS screen 
reader would be available for instance, and I think it's unlikely our current 
screen readers will work.

We're all guessing right now of course, but I wouldn't make too much out of 
this.
