Hi: What that is is an app from Microsoft allowing qualified users of Windows 7 and Windows 8.1 to reserve a copy of Windows 10 which will be downloaded to their systems on or after July 29, which is the official release date for Windows 10. After the upgrade is downloaded, users will be given the chance to install the upgrade right away or schedule the install for a convenient time.
The "Get Windows 10" app only allows you to reserve Windows 10 for quicker download. If you don't click on it or otherwise do anything with it, Windows 10 will eventually be offered to all qualifying devices. This app is to give those who want to jump into Windows 10 right away the chance to do so. The ones who reserve their installs will be the ones allowed to download first on or after July 29, but, again, all qualifying devices will have the opportunity to upgrade free to Windows 10 for one year, starting July 29. Window-Eyes has preliminary support for Windows 10, but, does not support all Windows 10 features. I imagine a release of WE will be out around the same time, so, I would not actually upgrade until you hear about the update to WE. Of course, if you are adventurous, you can do the upgrade, but, you might not be able to easily downgrade if something goes wrong.
