I'm not sure if absolutely everyone is seeing it. The "Get Windows 10" app was actually installed in my system (under C:\Windows\System32\GWX), but, I didn't notice it in my system tray either.
However, someone I know down state from me noticed it on every system he had. When I ran the app from MicroSoft's web site, it let me reserve my install, though. That's all I know.
