While it is possible to compress a file into an EXE file, there are times when 
this is done to fool people into 
running a program rather than just uncompressing a file.  In some 
configurations, the final extension does not get 
displayed so one does not see the ".EXE" file extension and then presses ENTER 
thinking they are uncompressing it.  
This is particularly true if one gets such a file as an attachment.  If this is 
a web site with which one is not 
familiar, I would at least scan the files before running them.  

If you are creating these files yourself, compression software often as the 
option to create what they call a 
"self-extracting archive."  This allows one to send a file to someone without 
that person having to have the file 
compression software installed.  These files have an ".EXE" extension, and when 
they are run, they uncompress 
themselves.  This is sometimes an option that can be checked or unchecked.
