Could it be that you are trying to navigate the message too quickly? I often experience the same problem. Closing the message, reopening the message and waiting for Window-Eyes to finish reading the summary information works for me. I.E. when I opened this message, Window-Eyes spoke: "RE: outlook jumping fields when opening message, plane text." If I wait for this information to finish speaking before trying to cursor through the message I can navigate the message as expected. I doubt it has anything specifically to do with the information being read, it likely just requires time for Window-Eyes to finish processing the message. HTH.
