So Window-Eyes sounds will not follow its speech output. This may or may not be a problem, depending on what you're doing.

Hello.  Besides using my computer for email and word-processing, I want to
use it for different communications modes in ham radio.  I'm considering
getting some equipment that will enable me to utilize other modes of digital
communications.  Some of this equipment has built-in USB sound cards for use
with my radio.  Is it possible to split up how the sound cards (USB and the
PC's buil-in sound cards are used?  Put another way, I want Window-Eyes to
go through my computer's sound card while having the radio use the USB sound
card.  Ideas?  Thanks in advance.--Matthew Chao, N1IBB.
