Alan, It does not really help, but I have had the same problem in win10. Window-Eyes was not reading the startmenu or the menu when pressing win-x I thought or was it win-a?
I did a upgrade from win8 to win10. My problem was solved after I placed a image of win8 back. I upgraded again to win10, but I have choosen now to not take over my applications and settings.
