If you then press right arrow twice, you should come to an icon entitled "Notification center button". If you do, then pressing spacebar on this button should open a dialog entitled Action Center where you can tab through the most recent notifications, with options to dismiss them. As for the Start menu, I press the Start button, and press Shift-tab once and this brings me to a button called Start, although, if you tab away and shift-tab back to it, it becomes called All apps. Pressing spacebar on this should open the list of apps listed alphabetically, where you must press Enter on the item you wish to select before you can interact with the options for that item. I understand that all of this might not help, as it sounds like you're having tracking issues, but I wanted to at least summarize the steps for finding the controls you're seeking.
