If they didn't changed things in Windows 8 or 10 you can Windows-D to
the desktop and then Alt-F4 to open the shutdown dialog. By default
you'll be on shutdown and only have to hit enter. If you want to reboot
(restart) hit R followed by enter.

Just a suggestion: if you know the keystrokes to shut down your
computer, just do them without Window-Eyes if it stops talking. That's
nicer to your computer than pressing and holding the power button to
force a shut-down.
