I did those steps, but to be certain, I just repeated the steps without
success.

This is what I did and it worked.
1. Control, Alt., V, this opens the virtual view dialog
2. choose file as source
3. tab to OCR
4. click OK, an open file dialog appears
5. find your JPG file and then click open and wait a few seconds and it will
convert to text.
