I need to make a major correction here. In the case of NotePad, it
works as it should. I really meant to say WordPad instead.

Jart often does this for me too. Sometimes, a file will load and
nothing speaks at all Closing and reopening the file and at least the
text speaks, but, as you say shift+down arrow doesn't speak the selected
text.
