Chris, I tried what you suggested, but no go. I defined the set color
hot key to ctrl+!, routed the mouse key to the top of the file, then
selected the first five lines or so, and moved the mouse pointer over
the selected text, and pressed said key, but It just wont take. And yes,
I have also saved the set.
Of course, the problem may be that I am still using Windows 8.1and not 10.
I would really like to think that I'm missing maybe one little step, but
I can't think of just what that one little step might be. If you can,
please let me know.

The current workaround is to define the set highlight color hot key select the
text in wordpad and move the mouse pointer over the selected text. Finally
press the hot key you defined.
Save the set and shift arrows should read in wordpad under Windows 10.

i have had w e not talk with notepad too. but all i have to do is alt tab away
and back again and most of the time speech will return.
also check that all the set files are up to date.
sometimes i have re installed the factory set file for notepad or live mail and
the problems i had went away. but if you reinstall set files or update out of
date sets reload w e or the sets may not work until you re load w e.

Jart often does this for me too. Sometimes, a file will load and
nothing speaks at all Closing and reopening the file and at least the
text speaks, but, as you say shift+down arrow doesn't speak the selected
text.
