Oops. Alan? I didn'recall it being as simple as my below message. So if that doesn't work or only applies to the current view, try this.
Open File Explorer.
Alt-V View, L Layout.
Arrow down to List and hit ENTER.
They're used to be an Apply to all folders button or something like that. But I can't find it now. So maybe it's been simplified. Who'd a thunk it.

I made this change very soon after installing Windows 10 so I can't remember exactly what I did. But all my folders are in lists.

Alan,

You can open File Explorer with Windows-E, or, Windows-R (run dialog),
type C: and hit ENTER. When you do so nothing will be selected. This is
what you want. So do not touch any arrow keys.

Open the context menu with either the Application key or Shift-F10.
Arrow down to the View pull down menu and right arrow to open it. List
will be a check box you can activate with ENTER.

Hth,
Tom
