Thanks Mark It turns out someone had unchecked that box, since they thought it would "help".
If anyone else finds themselves in this position, since W-E will crash as soon as you try to get into about:config, you'll need to close W-E, get yourself into "about:config" and get some eyes to make sure you've found "config warning", make it true again, get out of there, and restart W-E. Having done that, the turn autoload and browse mode off procedure works as you said it would.
