there is usually no speech when the files are being uncompressed and installed. it will say wineyes is being installed with no feedback until it has finished. it could crash at this point and i would not know what is going on. at this point i have closed the setup with task manager and started the setup again after waiting 5 to 10 minutes. there is little speech until the dialogs pop up with questions. like to install new braille support.
or when the quick setup app pops up.

Why would you need NVDA to install a new version of Window-eyes? It
should talk you through the entire instal process, both while upgrading,
and afterwords when the system reboots and installs all the default

Well I got the upgrade done thanks to NVDA. I did the upgrade when prompted after a shutdown and startup and once the download reached 100 percent and just kept repeating that I pressed enter which was on the uac yes button then was able to bring up NVDA and have speech for the remainder of the upgrade. After the restart all seems to be working well.
