Well, with window eyes you do have mouse functionality with the numpad. I can’t remember off hand which screen readers will pass control-numpad star as a right control-click, but even if the numeric keypad does not directly provide this function, you should be able to hold down control and then click the right button. Also, you should be able to get to the URL in several other ways unless this is a special keystroke that provides a non-standard URL to be used by a web developer.
You should be able to move the mouse to the browse cursor using the keystroke insert-numpad plus.
