Russ,

You should go to the volume mixer, and there you will find volume controls for all devices you have open, all the way down to your email client. If Winamp is open, you will find it there too. When You do, you will probably notice that it isn't set all the way to 100%. Just get it up there, and then you should have complete control of your volume in Winamp proper. These ar in effect, master settings, that is those in the mixer.

Never give up on Winamp, until it gives up on you. It is still a great player.
