There are two steps to this. First, open Windows Explorer with Windows key E. Hit Alt, then V to open the View menu then arrow down the List and hit enter to select it. The second step is to tell Windows that you want all folders to display this way. To do this, hit alt, then T to open the Tools menu, then arrow down to Folder Options. Selecting this will open a dialog box. Open the View tab in this dialog and then tab to the button labeled something like apply current view to all folders.
