There is quite a lot of discussion on the Windows 10 list regarding exactly this problem. It appears a lot of users, screen reader users anyway, are having this problem. I don't know if it is affecting general W10 users.

 I'm guessing there has to be an issue with the display driver, but i'm
not sure.  Can someone clear this up for me?  People suggested
uninstalling the display driver, but I'm very hesitant to do that for
many reasons I probably don't have to explain here.  So, any help is
definitely appreciated!  you would think this stuff would just work, but
leave it up to good old Microsoft to make it a little more fun.
