He needs to navigate to General, expand it and arrow to Startup Options. Then configure Startup to allow Window-Eyes to load Window-Eyes after login. Also, the hotkey is ctrl-alt-W not alt-y to start Window-Eyes.

The computer does not come up talking. The only way he can get speech, after everything is loaded, is to press control-backslash, alt, y, enter and then WE starts speaking.
